In Sub-Saharan Africa, rural demand is not optimally served, and scaling up to achieve the goal of universal access to electricity remains a challenge:
On the demand side: Demand is strong, growing and evolving, and intra-territorial energy divides are marked. There are many uses to be covered, and contributing capacities are low.
On the supply side: Technical solutions are often ill-suited to needs, with developers doing little to pool resources. Local operators are economically fragile, and the cost of renewing components is high.
OUR ANSWER
As part of the ACTEURS project, Fondem and SAGEMCOM are teaming up to test a new model for operating electrical services in rural areas, and to define a strategy to help it scale up. The project has two main phases:
A pilot project
The aim of this first phase is to set up a single multi-purpose operator offering a complete range of electricity access solutions tailored to payment needs and capacities. This offer is based on a single management platform and a prepayment system.
A distribution strategy
The second phase of the project aims to define the conditions for successful replication of the model, based on the results of the pilot project, in order to promote it and encourage a significant change of scale.
